Board In Action - November 18, 2008

Here are the highlights from the November 18, 2008, Town of Canandaigua Board meeting.

The Board started with a two-hour executive session dealing with land purchase and litigation issues.

Public Hearings:

  • The Board conducted a hearing on the formation of a new water district on County Road 30, Short Road, and a portion of Thomas Road that would serve 27 parcels and 24 residents. The Board then approved the resolution for its formation. The next step is a State Audit and Control review, due to the costs to the residents of the district.
     
  • There was a continuation of the public hearing on the purchase of land from the Miller Farm for use as a public park. This hearing was continued to the next Board meeting so that the public would have an opportunity to view a map that will be prepared for the December 2, 2008, meeting.

Supervisor's Report: The Supervisor will distribute the new employee handbooks with a couple of minor changes due to State regulations.

Committee Reports:

  • Codes Committee: Board members were asked to review the General Code document and to be prepared to act on its approval at the next meeting.
     
  • Fire Committee: The Supervisor reported that the Fire Study report is complete, and now the Town is waiting for the City's action on the fire protection budget. He reminded the Board that the Town will be entering the third year of a five-year contract with the City for fire protection in 2009, and the Board will have to consider the Town's options for fire protection in the future.

Planning Department Report: The Planning Board approved its findings statement on the Final Environmental Impact Statement for the RSM development project on West Lake Road and concluded the public hearings for the site plan and special use permit for the project. The Planning Board will now be acting on the site plans and special use permits. The Town Board was asked by our engineering consultant (MRB) to consider adopting the revised Site Design and Development Criteria it prepared. This document would set the minimum standards for such items as road construction materials, storm water retention, and runoff design criteria that would be required on any construction in the Town.

Resolutions: The Board will hold a public hearing on the proposed new Ethics Law during the December 2, 2008, Board meeting. The Board will also hold a public hearing on the proposed local law regarding fee reimbursements during the December 16, 2008, Board meeting.

The Board had a discussion regarding a proposal to advertise for a full-time Planner/Director of Development. There was a lengthy discussion that resulted in denying the motion for permission to reinstate an existing job title of Director of Development and to advertise for that job opening.
